Update on Escondido's Community Development Activity and City Appearance and Compliance Efforts

Jon Brindle
Jon is the Director of Community Development for the City of Escondido. He has over 28 years of experience as a public sector planner. He is responsible for the Planning, Building, and Code Enforcement Divisions as well as the activities of the ACT (Appearance and Compliance Team). Over the last 27 years, he has been involved with nearly all of Escondido’s major development projects. His current responsibilities include developing over-night parking restrictions in residential areas, processing key projects in the Downtown, comprehensive amendments to the City’s Downtown Specific Plan, the Westfield’s proposed expansion, two new hotels, Palomar Hospital’s new facility in the Escondido Research and Technology Center, and others. He received his undergraduate degree from UCSD and his Masters Degree in City Planning from San Diego State. He is a member of Association of Environmental Professionals, the American Planning Association, and American Institute of Certified Planners.

The Gold Rush Trail

Talk Title: Hard Road West: a historic and geologic tour of the California Trail

Summary: In one of the greatest adventures in American history, overland emigrants during the gold rush of 1849-1853 crossed 2000 miles of arid, rocky wilderness to get to California. The rivers, mountains and deserts that they crossed have a history as well – a geologic history that built the stage upon which the drama of emigrant history unfolded. Join Mira Costa College professor Keith Meldahl for a 2000-mile tour of the California Trail, focusing on how geologic processes shaped the dramatic landscapes of the American West.

Bio info:
- Graduate degrees (MS 1987, PhD 1990) from University of Arizona Department of Geosciences.
- Taught for 7 years at Oberlin College in Ohio, then took position at Mira Costa College, where I have been for the 8 years now. I teach geology and oceanography.
- I’ve always been an amateur history buff. For my sabbatical during 2004-2005 academic year, I followed the 2000-mile overland route of the historic California Trail--the route used by the forty-niners during the California gold rush.
- Currently I am writing a book about the experience, to be published by the University of Chicago Press this coming fall.

The Office Behind the Numbers

Dan McAllister, County Tax Collector
Dan McAllister was elected San Diego County’s Treasurer-Tax Collector in November 2002 and re-elected for a second term in June 2006. Not only is he responsible for the collection of more than $3.6 billion in property taxes each year, but his office also manages the investment of approximately $5.1 billion in the County’s investment pool, ensuring that these funds are wisely invested and safeguarded for entities such as the school districts and cities in the County. Since assuming office, he has worked extensively to improve customer service, enhance communications and outreach initiatives, and has made numerous operational improvements. He is also a strong advocate for diversity. This is reflected in his staff, which encompasses professionals from all walks of life and backgrounds.

Dan also serves as a member of the San Diego County Employees Retirement Association, which manages an investment pool of approximately $7.8 billion. Additionally, he is a former member of the Board of Directors of the internationally recognized San Diego Convention Center Corporation. Prior to his election as San Diego County Treasurer-Tax Collector, Dan was a successful financial consultant and investment broker.

McAllister contributes considerable time and resources to community service, such as serving as Chair of the San Diego Unified School District’s Special Audit and Finance Committee and participating as a member of the Board of Directors of the Jackie Robinson YMCA and Big Brothers Big Sisters of San Diego County. He is also on the Board of Directors of the San Diego State University Diversity and Equity Council. McAllister’s service commitment dates back to his Peace Corps stint in the Western Pacific Country of Micronesia.

A second-generation San Diegan, Dan holds a Bachelor’s degree (BA) from California State University, Fresno, and a Master’s degree in Business Administration (MBA) from United States International University. He has also completed executive education programs in portfolio concepts and management at Stanford University and the University of Pennsylvania’s Wharton School.
